The blue transparent frame itself is just for mounting the fan to blow directly to the heatsink body. 
The blue transparent frame itself is able to put on another 92mm fan for air exhaust. 
The Evercool HPC-925 CPU cooler is using the 92mm fan with chrome color of fan blades. It also protected with the 92mm silver fan grill. 
The power rated on the Evercool 92mm is 0.27A which is able to produce up to 60 CFM. 
There is a large "EVERCOOL" logo on the top of the blue transparent frame.
